
Chelsea Football Club has been charged with 74 alleged breaches of the Football Association’s regulations concerning agents, intermediaries, and third-party investments in players.
These charges span a period from 2009 to 2022, with most incidents occurring between the 2010/11 and 2015/16 seasons, during the time Roman Abramovich was the club’s owner.
The specific breaches involve violations of several FA regulations, including those on football agents, working with intermediaries, and third-party investment in players.
The charges are primarily linked to payments to intermediaries and agents, and various transactions that were not fully declared in the club’s financial accounts submitted to football authorities.
Chelsea’s current ownership group, led by American investor Todd Boehly and private equity firm Clearlake Capital, discovered these potential irregularities during a thorough due diligence process before finalizing the club’s purchase in May 2022.
They self-reported these issues immediately to the FA, Premier League, and UEFA, demonstrating “unprecedented transparency” and cooperation with ongoing investigations. Chelsea has until September 19, 2025, to respond to the charges.
While the Football Association investigation continues, there is no indication of a points deduction or sporting sanctions if the breaches are confirmed; however, Chelsea could face financial penalties similar to the €10 million fine previously agreed with UEFA over incomplete financial reporting.
The charges underscore historical governance issues under the Abramovich era but hold the club accountable regardless of ownership changes.
