US Senator Proposes Ban on Dual Citizenship, Citing “Divided Loyalties”

United States Senator Bernie Moreno has introduced the Exclusive Citizenship Act of 2025, a legislative proposal that seeks to end dual citizenship for American nationals.

Under current law, U.S. citizens are permitted to hold multiple nationalities without renouncing previous citizenships. Moreno’s bill would change that, requiring Americans to choose a single allegiance.

“It was an honor to pledge an Oath of Allegiance to the United States of America and only to the United States of America,”

Moreno wrote on X. He argued that dual nationality creates “conflicts of interest and divided loyalties,” framing citizenship as “an honor and a privilege” that demands “all or nothing.”

If passed, the legislation would impact thousands of dual citizens, including many Nigerians. According to U.S. Department of Homeland Security data, between 2021 and 2023 alone, 38,890 Nigerians became naturalized U.S. citizens, making Nigeria the only African nation among the top 20 sources of new Americans.

Also affected would be figures such as U.S. First Lady Melania Trump, who remains a citizen of both the United States and her native Slovenia.

The proposal aligns with a broader push under the Trump administration to tighten citizenship rules. Earlier this year, President Donald Trump issued an executive order aimed at limiting birthright citizenship for children born in the U.S. to undocumented parents, a move currently paused due to legal challenges citing the 14th Amendment.

Moreno, who once held Colombian citizenship before renouncing it, stated, “America First and America Only. It’s time to end dual citizenship for good.”
