Reps Halts 2026 WAEC’s CBT Plan, Mandates 2030 for Gradual Rollout
The House of Representatives has directed the Federal Ministry of Education and the West African Examinations Council (WAEC) to immediately suspend the planned introduction of Computer-Based Testing (CBT) for the 2026 examination cycle.
In its place, the lawmakers have ordered a comprehensive, nationwide infrastructure upgrade, setting 2030 as the official commencement date for a gradual and phased implementation.
This decisive action followed a motion of urgent public importance sponsored by Rep. Kelechi Wogu during Thursday’s plenary.
The motion, titled “Need for Intervention to Avert the Pending Massive Failure of Candidates Intending to Write the 2026 WAEC Examination Using Computer-Based Testing (CBT),” highlighted the severe digital divide, particularly in rural areas that host over 70% of students.
Wogu argued that a hasty move to CBT in 2026, without necessary preparations, would lead to “mass failure, depression, and other adverse outcomes” among students who lack access to basic computer facilities and reliable electricity.
To ensure a successful transition, the House has called on the Federal Ministry of Education, in collaboration with state governments, to include specific provisions in the 2026–2029 budgets.
These provisions will fund the recruitment of computer teachers, the construction of computer halls with internet access, and the provision of standby generators in schools across the country.
Furthermore, the House mandated its relevant committees on Basic Examination Bodies, Digital and Information Technology, and Basic Education to engage with stakeholders and report back within four weeks to ensure the new 2030 rollout timeline is strictly adhered to and properly funded.
